Reading about Putkin ratifying the protocols from Russia, I remembered some serious differences between most of the signatories and the USA.

1. Most US power comes from coal burning plants. What isn't coal, uses Natural Gas.
2. Two factors produce most of the air pollution, power generations and transportation.
